“MILLION DOLLAR SERIES”
SECOND CHANCE PROMOTION

I. Name of Promotion

The name of this promotion will be the “Million Dollar Series” Second Chance Promotion. 

II. Definitions

A. “Million Dollar Series” Scratch Game tickets means the Minnesota State Lottery Scratch Game #944 labeled as "Million Dollar Payday", "Million Dollar Mania" and "Million Dollar Cash."

B. “Million Dollar Series Second Chance Promotion Drawings” means the drawings conducted by the Lottery in conjunction with the Million Dollar Series.

III. Duration of the Promotion

The Million Dollar Series Second Chance Promotion will begin on February 18, 2014, and conclude approximately twelve (12) to fourteen (14) months after the official start date of the game. The Minnesota State Lottery will announce the official end date on its website at mnlottery.com.

IV. Eligibility for the Million Dollar Series Second Chance Promotion Drawings

A. A person may enter the Million Dollar Series Second Chance Promotion Drawings by 1) becoming a member of the Minnesota State Lottery’s Players Club via mnlottery.com or luckymn.com and supplying all of the required registration information, 2) entering the 10-digit validation number that appears under the latex of a non-winning Million Dollar Series Scratch Game Ticket.

B. Each non-winning Million Dollar Series Scratch Game Ticket entered will receive one (1) entry.

C. The submission of a winning Scratch Game Ticket will invalidate that entry.

D. Employees (including immediate family members residing in the same household) of the Minnesota State Lottery, Digiknow Inc., Clockwork Active Media Systems, LLC, and any other company that is not eligible to receive a prize from the Lottery under Minnesota law or pursuant to a contract with the Lottery are ineligible for any of the Million Dollar Series Second Chance Promotion Drawings.

E. The person that submits an entry must be 18 years of age or older.

F. The Minnesota State Lottery is not responsible for delayed, lost or misdirected electronic submissions made through the Internet. 

G. A person may enter more than once; however, the player may only use one (1) unique Million Dollar Series Scratch Game Ticket number per entry.  Multiple entries using the same Million Dollar Series Scratch Game Ticket number and entries made via automated computer scripts or other programming techniques will be disqualified.

H. An entry is not valid for a Million Dollar Series Second Chance Promotion Drawing if the person submitting the entry has already been selected in that Drawing. A person may only be selected once in each of the four (4) Million Dollar Series Second Chance Promotion Drawings. A person may win in more than one (1) drawing.

I. A player who uses a non-winning Million Dollar Series Scratch Game Ticket as an entry in the Million Dollar Series Second Chance Promotion Drawings that has previously been used in any other Minnesota State Lottery second chance promotion or contest will be considered ineligible.

J. By participating, players agree to these official rules and to the decisions of the Minnesota State Lottery which will be final and binding in all respects.

K. An entry will be considered invalid if it does not meet all of the requirements for eligibility stated in this section.

V. Million Dollar Series Second Chance Promotion Drawings

A. The Minnesota State Lottery will conduct four (4) Million Dollar Series Second Chance Promotion Drawings.  The eligibility and schedule for each Drawing are set forth in the chart below.

B. The Minnesota State Lottery will draw one (1) entry each of the four (4) Million Dollar Series Second Chance Promotion Drawings to win $10,000 and thirty (30) entries to win $500.

C. The odds of being selected in any drawing are dependent on the number of entries received for that drawing.

D. A list of all Million Dollar Series Second Chance Promotion Drawing winners will be posted on the “WINNERS” page of the www.luckymn.com website following each drawing and after winners have been verified. 

E. Each person entering any of the Million Dollar Series Second Chance Promotion Drawings and winning a prize from the promotion consents to the use of his or her name and/or likeness for advertising, trade or promotional purposes without further compensation.

F. The Lottery will, by use of mechanical or other devices, randomly determine which of the entries submitted are selected.

G. A prize won in any of the Million Dollar Series Second Chance Promotion Drawings may not be assigned or transferred to another person. Federal, state or local taxes on any prize are the sole responsibility of the winner.  All applicable federal, state or local laws apply.

VI. Claiming a Prize in the Million Dollar Series Second Chance Promotion

A. Each person whose entry was selected to win a $10,000 prize in the Million Dollar Series Second Chance Promotion Drawings must fill out a claim form and submit it to the Minnesota State Lottery within thirty (30) days after the person is notified that their entry has been selected in the drawing.  If the claim form is not submitted within the required time period, any prize won during the Million Dollar Series Second Chance Promotion Drawing is forfeited by the player and the player has no further right to the prize and the Minnesota State Lottery may award the prize to another player.  If the person is delinquent in the payment of state taxes or owes a debt as defined in Minnesota Statutes §270A.03, Subdivision 5, the amount due will be deducted from the value of the prize. If the claim is validated by the Lottery, the prize will be awarded to the player.  In the event that the claim is not validated by the Lottery, the claim shall be denied and the player shall be notified immediately. 

VII. Emergency Termination of the Million Dollar Series Second Chance Promotion

 If, for any reason, all or any part of the Million Dollar Series Second Chance Promotion is not capable of running as planned due to, without limitation, errors in these official rules or advertising for this promotion, tampering, unauthorized intervention, fraud, technical failures, human error or any other cause beyond the control of the Minnesota State Lottery that, in the sole judgment of the Minnesota State Lottery, could corrupt or affect the administration, security, fairness, integrity or proper conduct of this promotion, the Minnesota State Lottery reserves the right, at its sole discretion, to cancel, terminate, modify or suspend the promotion.

VIII. Governing Law

By submitting an entry into the Million Dollar Series Second Chance Promotion, the person agrees to comply with and abide by the game procedures for the Million Dollar Series Second Chance Promotion; Minnesota Statutes, Chapter 349A (the State Lottery Law); Minnesota Rules, Chapter 7857 (the Lottery's Prize Payment Rules); and all final decisions of the Director of the Lottery.  All applicable federal, state or local laws apply.  Second chance entry offer void where prohibited by law.
