“GOPHER 5® x $500”
SECOND CHANCE PROMOTION

November 2 – November 15, 2016

I. Name of Promotion
The name of this promotion will be the “Gopher 5 x $500” Second Chance Promotion.

II. Definitions

A.   “Gopher 5” means the Minnesota State Lottery Gopher 5® Lotto Game.

B.   “Gopher 5 x $500 Drawing” means the drawing conducted by the Lottery in conjunction with the “Gopher 5 x $500” Second Chance Promotion.

III. Duration of the Promotion
The Gopher 5 x $500 Second Chance Promotion will begin on November 2, 2016 at 5:00:00 a.m. Central Time (“CT”), and conclude on November 15, 2016 at 11:59:59 p.m. CT. Promotion questions may be referred to the Minnesota State Lottery at (651) 635-8273, option 2 or promotions@mnlottery.com.

IV. Eligibility for the Gopher 5 x $500 Second Chance Promotion Drawing

A.   To enter the Gopher 5 x $500 Second Chance Promotion, a person must: 1) log in to the Minnesota State Lottery’s players club website at mnlottery.com and, while logged in, complete a registration which includes all required information; and 2) enter the 13-digit contest entry number that appears on the front of the Gopher 5 ticket under the words “WIN $500 CASH! ENTER AT MNLOTTERY.COM/GOPHERS BY 11/15/16 FOR YOUR CHANCE!” printed on Gopher 5 tickets purchased from November 2, 2016 through November 11, 2016.

B.   Players will receive one (1) entry for every play purchased on any one (1) Gopher 5 Lotto Game Ticket. For example, if a player has purchased a qualified Gopher 5 Lotto Game Ticket for which the player paid one dollar ($1.00) for one (1) play, the player will receive one (1) entry. If a player has purchased a Gopher 5 Lotto Game Ticket for which the player paid ten dollars ($10.00) for ten (10) plays, the player will receive ten (10) entries.

C.   The submission of a cancelled Gopher 5 Lotto Game Ticket will invalidate that entry.

D.   Employees (including immediate family members residing in the same household) of the Minnesota State Lottery; Clockwork Active Media Systems, LLC; and any other company that is not eligible to receive a prize from the Lottery under Minnesota law or pursuant to a contract with the Lottery are ineligible for the Gopher 5 x $500 Second Chance Promotion Drawings.

E.    The person who submits an entry must be 18 years of age or older.

F.    The Minnesota State Lottery is not responsible for delayed, lost or misdirected electronic submissions made through the Internet.

G.    A person may enter more than once; however, the player may only use one (1) unique Gopher 5 Lotto Game Ticket contest entry number per entry. Multiple entries using the same Gopher 5 Lotto Game Ticket contest entry number. Entries made via automated computer scripts or other programming techniques will be disqualified.

H.    A person may only be selected once as a winner in the Gopher 5 x $500 Second Chance
Promotion Drawing. Only one winner per household.

I.     By participating, players agree to these official rules and to the decisions of the Minnesota State
Lottery which will be final and binding in all respects.

J.     An entry will be considered invalid if it does not meet all of the requirements for eligibility stated in this section.

V.        Gopher 5 x $500 Second Chance Promotion Drawing 

A.    The Minnesota State Lottery will conduct one (1) Gopher 5 x $500 Second Chance Promotion Drawing. Five (5) winners will be selected to each receive $500 cash. To be eligible, players must enter the drawing as indicated above, beginning at 5:00:00 a.m. CT on November 2, 2016. All entries must be received by 11:59:59 p.m. CT on November 15, 2016. The winners will be drawn at random at the Minnesota State Lottery offices on or about November 17, 2016. Each drawing winner will receive $500 cash.

B.    The Lottery will, by use of mechanical or other devices, randomly determine which of the entries submitted is selected.

C.    The odds of being selected in the drawing are dependent on the number of entries received for that drawing.

D.    The Gopher 5 x $500 Second Chance Promotion Drawing winners will be notified by email and the winner’s names will be posted on the www.mnlottery.com website following the drawing and after the winner has been verified and determined eligible. Click the “WINNERS/CONTEST WINNERS” link at the top of any page on www.mnlottery.com.

E.    Prizes will be shipped to the address listed in the prizewinner’s Minnesota Lottery Players Club profile after the drawing in which they are awarded. The Lottery is not responsible for lost or misdirected delivery. Prizes returned to the Lottery may be claimed by the prizewinner during the Claim Period (as defined below). It is the responsibility of the prizewinner to provide correct contact information, mailing address and to check the Lottery’s website to determine if a prize was returned to the Lottery.

F.    A prize won in a Second Chance Promotion may not be assigned or transferred to another person. Federal, state or local taxes on any prize are the sole responsibility of the winner. All applicable federal, state or local laws apply.

G.    Each person entering the Gopher 5 x $500 Second Chance Promotion Drawing and winning a prize from the promotion consents to the use of his or her name and/or likeness for advertising, trade or promotional purposes without further compensation.

H.    The Lottery reserves the right to substitute any prize awarded in the Gopher 5 x $500 Second
Chance Promotion Drawing based on availability. Federal, state or local taxes on the Gopher 5 x
$500 prize are the sole responsibility of the winner. All applicable federal, state or local laws apply. The prize is not exchangeable for cash.

VI     Claim Period
All prizes in this Second Chance Promotion must be claimed within one (1) year of the date of the drawing at which the prize was awarded. If, however, the one (1) year deadline is a Saturday, Sunday or a legal holiday, a claim must be submitted by the close of business the following business day. The Minnesota Lottery reserves the right to substitute prizes based on when the prize is claimed during the claim period. The Lottery will provide the end of the claim period on its website. VII    Allowance for Delay of Payment
The Lottery may delay payment pending a final determination by the Lottery under any of the following circumstances.

A.   if a dispute occurs or it appears likely that a dispute may occur regarding the prize;

B.   if a dispute occurs or it appears likely that a dispute may occur regarding the ownership of the entry;

C.   if there is any question regarding the identity of the claimant;

D.   if there is any question regarding the validity of the entry or the claim presented for payment; or

E.   if the claim is subject to any setoff for delinquent debts owed by the claimant under Minnesota
Statutes, Section 349A.08, subdivision 8.

VI. Emergency Termination of the Gopher 5 x $500 Second Chance Promotion
If, for any reason, all or any part of the Gopher 5 x $500 Second Chance Promotion is not capable of running as planned due to, without limitation, errors in these official rules or advertising for this promotion, tampering, unauthorized intervention, fraud, technical failures, human error or any other cause beyond the control of the Minnesota State Lottery that, in the sole judgment of the Minnesota State Lottery, could corrupt or affect the administration, security, fairness, integrity or proper conduct of this promotion, the Minnesota State Lottery reserves the right, at its sole discretion, to cancel, terminate, modify or suspend the promotion.

VII. Governing Law
By submitting an entry into the Gopher 5 x $500 Second Chance Promotion, the person agrees to comply with and abide by the game procedures for the Gopher 5 x $500 Second Chance Promotion; Minnesota Statutes, Chapter 349A (the State Lottery Law); Minnesota Rules, Chapter 7857 (the Lottery's Prize Payment Rules); and all final decisions of the Director of the Lottery. All applicable federal, state or local laws apply. Second chance entry offer void where prohibited by law.
