“LUCKY FOR LIFE” SECOND CHANCE PROMOTION

I. Name of Promotion

The name of this promotion will be the “Lucky for Life” Second Chance Promotion.

II. Definitions

A.    “Lucky for Life” means the Minnesota Lottery Lucky for Life® Lotto Game.    
B.    “Lucky for Life Drawing” or “Second Chance Promotion” means the drawing conducted by the Lottery in conjunction with the “Lucky for Life” Second Chance Promotion.
C.    “The Lottery” or “The Minnesota Lottery” means the Minnesota State Lottery.

III. Duration of the Promotion

The Lucky for Life Second Chance Promotion will begin on January 10, 2017 at 5:00:00 a.m. Central Time (“CT”), and conclude on February 10, 2017 at 11:59:59 p.m. CT.  Promotion questions may be referred to the Minnesota Lottery at (651) 635-8273 option 2, or promotions@mnlottery.com.

IV. Eligibility for the Lucky for Life Second Chance Promotion Drawing

A.    To enter the Lucky for Life Second Chance Promotion, a person must: 1) log in to the Minnesota Lottery’s players club website at mnlottery.com and, while logged in, complete a registration which includes all required information; and 2) enter the 13-digit contest entry number that appears on the front of the Lucky for Life ticket, purchased from January 10, 2017 through February 6, 2017, under the words “$1,000-A-DAY GIVEAWAY! ENTER AT MNLOTTERY.COM/LUCKY BY 2/9/2017!”
B.    Players will receive one (1) entry for every play purchased on any one (1) Lucky for Life Lotto Game Ticket. For example, if a player has purchased a qualified Lucky for Life Lotto Game Ticket for which the player paid two dollars ($2.00) for one (1) play, the player will receive one (1) entry. If a player has purchased a Lucky for Life Lotto Game Ticket for which the player paid ten dollars ($10.00) for five (5) plays, the player will receive five (5) entries.
C.    The submission of a cancelled Lucky for Life Lotto Game Ticket will invalidate that entry.
D.    Employees (including immediate family residing in the same household) of the Lottery, employees (including immediate family residing in the same household) of any company that is not eligible to receive a prize from the Lottery pursuant to a contract with the Lottery, and all other persons prohibited by law are ineligible to participate or receive a prize from this Second Chance Promotion. Eligibility will be determined by the Lottery.
E.    The person who submits an entry must be 18 years of age or older.
F.    The Minnesota Lottery is not responsible for delayed, lost or misdirected electronic submissions made through the Internet.
G.    A person may enter more than once; however, the player may only use one (1) unique Lucky for Life Lotto Game Ticket contest entry number per entry. Multiple entries using the same Lucky for Life Lotto Game Ticket contest entry number will be disqualified. Entries made via automated computer scripts or other programming techniques will be disqualified.
H.    A person may only be selected once as a winner in the Lucky for Life Second Chance Promotion Drawing. Only one winner per household.
I.     By participating, players agree to these official rules and to the decisions of the Minnesota Lottery which will be final and binding in all respects.
J.     An entry will be considered invalid if it does not meet all of the requirements for eligibility stated in this section.

V.     Lucky for Life Second Chance Promotion Drawing

A.    The Lottery will conduct nine (9) Lucky for Life Second Chance Promotion Drawing. Twenty-nine (29) winners will be selected to each receive $1,000 cash. To be eligible, players must enter the drawing as indicated above, beginning at 5:00:00 a.m. CT on January 10, 2017.  All entries must be received by 11:59:59 p.m. CT on February 10, 2017.
B.    The winners will be drawn at random at the Minnesota Lottery offices starting on or about January 19, 2017. Each drawing winner will receive $1,000 cash. The schedule for each drawing are set forth in the chart below:

* The Lottery inadvertently excluded 556 valid entries from Drawing #7. The Lottery is adding an additional one (1) $1,000 prize, conducting a bonus drawing for these entries, and including these entries in Drawing #8.

C.    The Lottery will, by use of mechanical or other devices, randomly determine which of the entries submitted is selected.
D.    The odds of being selected in Drawing #1-8 are dependent on the number of entries received for that drawing.  The odds of being selected in the Bonus Drawing are 1-556.
E.    A list of all winners will be posted on the Contest Winners page of the mnlottery.com website following the drawing and after winners have been verified. The list will remain on the Contest Winners pages for the duration of the Claim Period (as defined below).
F.    Each person entering the Second Chance Promotion and winning a prize from the promotion consents to the use of his or her name and/or likeness for advertising, trade or promotional purposes without further compensation.
G.    A prize won in a Second Chance Promotion may not be assigned or transferred to another person. Federal, state or local taxes on any prize are the sole responsibility of the winner. All applicable federal, state or local laws apply.
H.    Promotion questions may be referred to MSL at (651) 635-8273, option 2 or promotions@mnlottery.com.

VI    Claiming Prizes
Each person whose entry was selected in the Second Chance Drawing to win a prize valued at $600 or more must fill out a claim form and submit it to the Lottery. In the event that the claim is not validated by the Lottery, the claim shall be denied and the player shall be notified immediately.

If a prize winner is delinquent in the payment of state taxes or owes a debt as defined in Minnesota Statutes § 270A.03, subdivision 5,the amount due will be deducted from the value of the prize including, but not limited to, the cash portion of the prize, and the cash value of the merchandise or non-cash prizes. If the person owes a debt as described above, the person will be given thirty (30) calendar days from the date that the prizewinner is informed by the Lottery of the existence of a debt in which to fully satisfy the debt, as determined by the Minnesota Department of Revenue. In the event that the person fails to completely satisfy the debt within 30 days, the Lottery will liquidate the non-cash prize and it will forward any proceeds it receives to the Department of Revenue to satisfy or partially satisfy the debt on the winner’s behalf. If any cash remains after the Lottery has forwarded the proceeds of a non-cash prize to the Minnesota Department of Revenue, the winner will receive the remaining cash.

VII    Claim Period

All prizes in this Second Chance Promotion must be claimed within one (1) year of the date of the drawing at which the prize was awarded. If, however, the one (1) year deadline is a Saturday, Sunday or a legal holiday, a claim must be submitted by the close of business the following business day. The Minnesota Lottery reserves the right to substitute prizes based on when the prize is claimed during the claim period. The Lottery will provide the end of the claim period on its website. VIII    Allowance for Delay of Payment

The Lottery may delay payment pending a final determination by the Lottery under any of the following circumstances.
A.    if a dispute occurs or it appears likely that a dispute may occur regarding the prize;
B.    if a dispute occurs or it appears likely that a dispute may occur regarding the ownership of the entry;
C.    if there is any question regarding the identity of the claimant;
D.    if there is any question regarding the validity of the entry or the claim presented for payment; or
E.    if the claim is subject to any setoff for delinquent debts owed by the claimant under Minnesota Statutes, Section 349A.08, subdivision 8.

VI. Emergency Termination

If, for any reason, all or any part of the Second Chance Promotion is not capable of running as planned due to, without limitation, errors in  these official rules or advertising for this promotion, tampering, unauthorized intervention, fraud, technical failures, human error or any other cause beyond the control of the Minnesota State Lottery that, in the sole judgment of the Minnesota State Lottery, could  corrupt or affect the administration, security, fairness, integrity or proper conduct of this promotion, the Minnesota State Lottery reserves the right, at its sole discretion, to cancel, terminate, modify or suspend the promotion.

VII. Governing Law
By submitting an entry into the Second Chance Promotion, the person agrees to comply with and abide by the game procedures for the Second Chance Promotion; Minnesota Statutes, Chapter 349A (the State Lottery Law); Minnesota Rules, Chapter 7857 (the Lottery's Prize Payment Rules); and all final decisions of the Director of the Lottery. All applicable federal, state or local laws apply.  Second chance entry offer void where prohibited by law.
