The Lottery seeks to clarify Lottery Administrative Rules 7856.7040 and 7856.7050 about what happens when Lottery tickets are lost or stolen from a retailer. Any change will not impact lottery players but may affect lottery retailers or beneficiaries. On October 6, 2025, the Minnesota Lottery published a Notice of Intent to Adopt Rules without a Public Hearing and the proposed rules in the State Register. You can view a copy here. The proposed rules are explained in detail in the Lottery’s Statement of Need and Reasonableness (a “SONAR”). The SONAR is available here. You may submit written comments and/or a written request that hearing be held on the proposed rules until 4:30 p.m. on Monday, November 24, 2025
