LOTTERY STATUTES AND RULES
 
                                        The Lottery seeks to clarify Lottery Administrative Rules 7856.7040 and 7856.7050 about what happens when Lottery tickets are lost or stolen from a retailer. Any change will not impact lottery players but may affect lottery retailers or beneficiaries. For more information, and for information on submitting your comments about this issue, please see the notice in the March 3, 2025 edition of the Minnesota Register. On October 6, 2025, the Minnesota Lottery published a Notice of Intent to Adopt Rules without a Public Hearing and the proposed rules in the State Register. You can view a copy here. The proposed rules are explained in detail in the Lottery’s Statement of Need and Reasonableness (a “SONAR”). The SONAR is available here. You may submit written comments and/or a written request that hearing be held on the proposed rules until 4:30 p.m. on Monday, November 24, 2025
